How can we adopt a highway? Are there any civic organizations or individuals in your community, have taken to clean the streets? How to take a person or organization who is entitled to a path? What procedures have to be followed for the cleaning? (What is the frequency of cleaning is produced, how to protect workers from traffic on the street what they pick up garbage, etc.) If the social organizations, or persons who do not adopt the roads, making the cleaning and how they paid?

I think it depends on County Road want to adopt. Each government agency has different requirements, but for most of the "adoption" is really a matter of keep them clean.
Here is some information (King County in Seattle, WA) Adopt-A-Road Program:
In Adopt-A-Road Program
King County Adopt-A-Road program is a campaign to reduce waste for disposal of refuse and waste from the highways and rural roads and improving the environment.
Adopt a Highway cleanup was held in September 1991. Since then, 185 groups participating in the cleanup efforts of county roads.
The program establishes a partnership between volunteer groups and the Department of Transportation, King County Road ServiDivision ESC cooperation in efforts to reduce litter on the streets.
Voluntary groups can adopt "a mile from the road through the elimination of waste at least twice a year for a period of two years.
When is a volunteer, you will receive:
* An alignment of the Security Coordinator
* Safety equipment such as helmets, safety vests, gloves, garbage bags and road warning signs
* Two Adopt-a-signs at the end of the road for the recognition of the organization to take over
* The ability to contribute to the beautification of the community
* Recognition for work well done.
Who can apply?
* The individuals, philanthropic organizations, businesses or families
* Thedecide that the section of road they want to accept
* The group decided during cleaning
Which ways are acceptable?
* Unincorporated King County Road
* The roads that are approved by the coordinator
* Roads that have not yet been adopted by another group
The streets have been accepted "?

What obligations will I do?
* Clean 2 miles from the road
* 2 times per year
